Friedbeef's Tech recently posted what it felt were the "Best Places To Get Free Books"
While I was happy that they included our Bookyards Library in their list, there are a few libraries that they should have been mentioned.
Here is my partial list:
Alex Catalogue Of Electronic Texts: A general collection of books
Athena: Thousands of etexts from the Renaissance and Classical Periods
Avalon Project: Documents In Law, History, And Politics
Bibliomania: Collection of over 2000 etexts
Christian Classics Ethereal Library: Christian literature
Diesel Ebooks: Ebooks formatted for Microsoft Reader
Digital Book Index: It has books that other sites do not have, some books unfortunately can only be viewed if purchased.
Electronic Text Center: From the University Of Virginia
Eserver: A large collection that is nicely categorized.
Famous Poets And Poems: A database of over 22,000 poems
Free Books: The voice over has a mechanical/computer voiceover effect that I do not like. But the collection is large and free.
Free Science Info: A great selection of science books covering a variety of fields.
Great Books And Classics: A listing of books published by time period.
Internet Classics Archive: The classics
Internet Sacred Text Archive: A library collection of sacred texts, religion, mythology, and folklore.
Knowledge Rush: An online library since 1999
Perseus: Ebooks through the ages

the eBook Searchr ebook search engine should be mentioned as well. there you can separately search for either public domain or warez content across more than 400 ebook sites.
